Explanation |
| A Women’s Reserve League is established and linked to the 2010 Women’s Premier League. |
The current structure of the Women’s competition is not beneficial to the development of new top-level women’s players at the competitive end of the competition.
There is a large difference in skill between top and bottom ends of competition and a rule that new teams must enter at bottom of the competition.
This makes it difficult for club’s with only one team in the top end of the competition to establish feeder teams. This is because such a team would be required to start in Division 5 and players who should be playing in the Premier, First, or Second Division do not want to spend 3-4 years playing lower level football.
To run a Premier league of high standard, more top level players are required. Simply fighting over small amount of existing top level players will not resolve the situation or benefit Women’s football.
BNU defines a reserve league as a league beneath top Women’s league. Teams qualify for this league solely on basis that they have a team in the top league of the competition and are not relegated if they finish at the bottom of the reserve league. If a club’s top team is relegated from the top league to the league below, the reserve team returns to the division from which it came.

| Appropriate regulations are developed for Women’s leagues. |
BNU asks for regulations or criteria be developed for Women’s leagues in consultation with clubs and players. These should acknowledge the needs of the women’s game and, at least, address competition criteria, playing standards, and rules governing promotion and relegation. |
| Rule of the No 5 District Federation of New Zealand Soccer Incorporated are updated to reflect current needs and practice. |
The Capital Football rules – especially those around Board appointments – are outdated and do not reflect needs of organisation. BNU asks that these be updated, consulted on, and presented to Clubs at the next AGM for approval. |
| An update is provided by Capital Football on the ground situation. |
Noting the current competition cap, BNU would like an update on the ground situation in Wellington. It would like an overview of the research that occurred in late 2008, involvement with the Council and New Zealand Football, current strategies, progress to date, and future directions. |
